2. Decision Criteria and Rules of Thumb for Selecting Modalities

With a solid understanding of needs and constraints, next apply decision criteria and rules of thumb to identify which modality (or mix of modalities) is most appropriate. Below are guidelines on when to go face-to-face, when to go online, and when to blend, based on typical scenarios:

When to Choose **Face-to-Face (In-Person) Training

Opt for traditional classroom or in-person training when human interaction and hands-on practice are critical to success. Face-to-face modality shines in situations where real-time dialogue, feedback, and interpersonal connection are essential to meet learning goals. Consider face-to-face if:

  • Skills Require Practice and “Learning by Doing”: If the learning outcomes include psychomotor skills (physical tasks, use of equipment) or complex interpersonal skills, being in person allows learners to actively practice with guidance. For example, medical procedures, operating machinery, or firefighting drills typically need on-site training (or high-end simulation) because learners must perform actions in real conditions. Likewise, soft skills like negotiation or presentation benefit from the nuanced feedback and real-time coaching an in-person facilitator can provide, as well as the ability for learners to role-play with peers. Face-to-face environments enable immediate adjustment and personalized feedback – learners can raise questions in the moment and get on-the-spot clarification or demonstration. This instantaneous interaction builds confidence with the skill. If a learning outcome is at the level of “perform a procedure accurately” or “demonstrate leadership in a team meeting”, a live workshop or on-the-job training session is often warranted.
  • High Need for Engagement, Discussion, and Social Learning: In-person sessions naturally foster richer discussion, collaboration, and social cues than most online formats. If your training benefits from group dialogue, brainstorming, or debate (for instance, ethics training, diversity and inclusion workshops, or any topic where learners learn from each other’s perspectives), being in the same room can heighten engagement. The social presence of peers creates a learning community where ideas are exchanged dynamically. Learners often find it easier to build trust and openly share in face-to-face settings, which can be critical for sensitive topics or team-building exercises. Additionally, the networking aspect is a bonus: in physical training events, people forge relationships that can support learning (study groups, post-class collaborations) and even future professional connections. If one goal of the training is to strengthen team cohesion or cross-functional bonds, a face-to-face retreat or workshop is invaluable.
  • Audience Needs Structure and Accountability: Not all learners thrive in self-directed environments. If your audience is known to have low self-motivation or time-management skills (or if they’re simply extremely busy and distracted on the job), a scheduled in-person class can enforce participation. Instructors can call on learners, involve them in activities, and ensure they are paying attention.   • Learners are Geographically Dispersed or Numerous: When training must be delivered to a large or widely distributed audience, online learning is often the only efficient option. It removes the need for travel and scheduling everyone at once. If you have thousands of employees across multiple countries, or learners who cannot easily gather (as in global organizations or open-enrollment MOOCs), e-learning modules or virtual classes enable everyone to get the same content wherever they are. Online learning scales up without the physical capacity limits of classrooms. For example, compliance or product training for a multinational workforce can be rolled out via an LMS to all staff concurrently, ensuring consistent messaging. Similarly, academic institutions use online courses to reach off-campus or international students at scale. Scalability and consistency are strong suits of online modalities.

Research spanning decades shows that, on average, online learning can achieve similar learning gains to traditional classroom instruction for knowledge outcomes, provided it’s well-designed. In some cases it even yields greater gains due to the ability for learners to review materials and the use of multimedia interactivity. Thus, if the objective is for learners to understand a policy, memorize product features, or learn fundamental concepts, an engaging eLearning course or video series can do the job as effectively as an in-person lecture – and often more efficiently (learners can pause, rewind, or re-study as needed). A meta-analysis found no significant difference in learning outcomes between online and face-to-face courses overall, underscoring that modality alone doesn’t reduce effectiveness for cognitive gains. So, if you don’t have a compelling reason for face-to-face, moving content delivery online can save time and money while still meeting learning objectives. A classic rule of thumb is: for purely knowledge-based outcomes, prefer the most efficient delivery – which is often asynchronous e-learning.
  • High Need for Flexibility and Learner Control: Online learning offers unparalleled flexibility in timing, pacing, and location. Choose online if your learners need to fit training around busy schedules or varying time zones. This makes learning more accessible to those with jobs, families, or other commitments that clash with rigid class times. If you suspect that a significant portion of your audience would struggle to attend a scheduled class (due to shift work, travel, etc.), providing an online alternative is wise. Learners also appreciate the control to pause, rewind, or review content – for instance, online modules let learners revisit difficult concepts, whereas in a live class they might miss it if they didn’t catch it in real time. Thus, online delivery is ideal when flexibility and convenience are key for engagement. It also supports just-in-time learning – content is available exactly when learners need it (e.g. a knowledge base or video tutorial accessible on the job).
  • Tight Budgets and Cost Efficiency: When cost per learner is a concern – especially for training that will repeat or scale – online can be far more cost-effective than face-to-face. Digital learning experiences require an upfront investment to develop, but once created, they can be delivered repeatedly at minimal incremental cost. You save on venue, travel, printed materials, and instructor fees for each additional cohort. For example, a company needing to train 5,000 employees on a new software in six months might find e-learning significantly cheaper than running dozens of workshops. Even live virtual training (via webinar) avoids travel and can be run from a central location. Additionally, consistency of content is ensured – every learner gets the same standardized material, rather than variations in different class sessions. If reducing training cost per employee is a major goal, shifting more content to online delivery is a clear strategy. That said, keep in mind the potential hidden costs (like an LMS license or e-authoring tools) in the budget analysis.
  • Learner Autonomy and Personalization are Desired: Online modalities can utilize adaptive learning technologies and multimodal content to create a more personalized experience than a one-size-fits-all classroom lecture. For instance, an e-learning module can branch based on quiz performance (skipping content the learner already knows or offering remediation on weak areas). Multimedia elements – videos, simulations, interactive quizzes – can cater to different learning preferences in ways a single instructor lecture might not. If your learners value the ability to self-direct their learning, explore topics in depth via hyperlinks or engage in interactive scenarios, online training provides those opportunities. It also allows shy learners to participate (through discussion forums or chats) more comfortably than they might in person. Modern e-learning can incorporate gamification and engagement features to keep motivation high (e.g. points, badges, challenges). If done well, these techniques can even surpass classroom engagement for certain individuals. Thus, when you want a learner-centric approach that adapts to each person’s pace and path, online is an excellent choice.
  • Logistical or Environmental Necessity: Sometimes, external factors simply force training online. Obvious examples include the COVID-19 pandemic period, when in-person gatherings were restricted and nearly all training had to pivot to virtual delivery. Even beyond emergencies, consider environmental factors: if your audience is spread over conflict zones or very remote areas, online may be safer or more feasible than sending trainers. Or if content experts are only available in another country, bringing them virtually to learners is easier than flying everyone around. Online learning removes geographic barriers to access top-notch instructors or resources – a rural school or a small company can host a webinar with a world-class expert, something impossible to arrange face-to-face easily. Additionally, online formats can be the only way to continue training during weather events, natural disasters, or other disruptions that prevent assembling people. L&D should always have online options in the toolkit for continuity and inclusivity.

Rules of Thumb for Online: Use online learning for content-heavy courses, large audiences, diverse locations, or anytime flexibility is paramount. If the learning objectives are mostly in the cognitive domain (knowledge and comprehension) and do not require immediate in-person practice, online is likely suitable. Always ensure the target learners have or can be given the technical means to participate (if not, incorporate an orientation or digital literacy support). Also plan for ways to maintain engagement, since online learners can feel isolated – incorporate interactive elements, social learning via forums, or live Q&A sessions (the Community of Inquiry model, discussed later, is useful for designing engaging online experiences with social, cognitive, and teaching presence). Keep in mind the potential downsides of online (see Section 4: e.g. self-discipline needed, distractions at home, less organic discussion if asynchronous) and mitigate them through good design (for example, adding facilitation or cohort-based learning to an otherwise self-paced course to increase interaction).

When to Choose Blended Learning (Hybrid)

Often the best solution is not one modality but a blend – combining the strengths of both face-to-face and online methods. Blended learning can offer the “best of both worlds,” leveraging each modality for what it does best. Consider a blended approach when:

  • Learning Objectives are Mixed (Knowledge + Skill + Attitude): If your training program has multiple types of outcomes – say, imparting theoretical knowledge and building practical skills and shifting mindsets – no single modality is likely to achieve all effectively. Blend online and in-person elements to align with each outcome. For example, in leadership development: you might deliver foundational concepts and models via eLearning modules (covering knowledge), then conduct in-person workshops for role-playing difficult conversations (skill practice), and finally use coaching sessions or social learning forums for ongoing behavior change support (attitude and habit formation). Each piece serves a different aspect of the learning outcome. As one guide advises, “map out your desired learning outcomes to several different learning modalities” so that whether a learner reads an online module, attends a class, or watches a video, they’re working toward the same goals. Use eLearning for what it does well (scale, consistency in knowledge delivery) and reserve face-to-face for what it excels at (interactive practice, discussion, networking).
  • Need to Reinforce Learning Over Time: Blended learning is ideal for implementing spaced learning and reinforcement, which combats the forgetting curve. A purely one-off classroom session has the risk that learners forget much of it if not reinforced. By contrast, a blended program can introduce content online, follow up with an in-person exercise weeks later, and then reinforce with booster e-lessons or refresher quizzes after the class. Choose blended when you want the training to be a process, not an event, and especially if you’re aiming for Level 3 and 4 outcomes (behavior change and results) – these often require ongoing support which a blend can provide (e.g. on-the-job assignments with online check-ins).
  • Advantages of One Modality Offset the Limitations of the Other: If you identify clear downsides to using only F2F or only online, a combination can mitigate them. For example, face-to-face workshops can be expensive and infrequent – supplementing with eLearning reduces cost and provides on-demand practice opportunities. Conversely, self-paced online courses might lack discussion – adding periodic live webinars or an in-person kickoff can supply the needed human interaction. Blended learning allows you to balance trade-offs: e.g. use asynchronous modules for delivering knowledge efficiently (no scheduling issues, everyone can take them anytime) and intersperse synchronous sessions (virtual or in-person) to allow real-time questions and peer learning. Another example: if classroom training alone would be too long (risking cognitive overload), you can break it up by shifting portions to eLearning chunks (microlearning) that learners complete beforehand, making the face-to-face session shorter and more focused. Rule of thumb: If the purely face-to-face plan feels too costly or logistically difficult, or the purely online plan seems not engaging enough, consider a blend.
  • Audience or Context Demands Multiple Approaches: Sometimes your learner population is diverse, and a single modality won’t fit all. A blended solution can offer choices: for instance, provide core material in an e-module for everyone, but also host optional live Q&A sessions for those who learn better through discussion. In corporate settings, high-level executives might get face-to-face coaching in addition to the online courses that all employees take. Blending allows personalization and flexibility for different sub-audiences while maintaining a unified curriculum. It’s also useful in transition periods – e.g., if moving a program online, you might start blended (with both webinar and classroom components) until everyone is comfortable with fully virtual. Moreover, if any reluctance or behavioral resistance exists (say employees are resistant to adopting a new system), blending continuous interventions (reminders, check-ins, coaching) is more effective than a one-time eLearning or classroom session. If you see clear benefits in multiple modalities, don’t be afraid to integrate them into a cohesive program.

When designing blended learning, intentional integration is key. Learners should see the online and offline elements as parts of one unified experience, not disjointed pieces. A good practice is to set a structure where each modality has a defined role. For example: “Complete e-module 1, then attend Workshop A, then do e-module 2, then a group virtual project.” Provide a roadmap so learners know how the pieces connect. Many successful programs attribute their results to a blend: one survey found organizations delivered about 32% of training hours in a blended format, reflecting its popularity.

Rule of Thumb for Blending: “Blend when you have multiple goals or constraints that no single modality can satisfy.” Also, blend to maximize ROI – e.g. do what you can online (to save cost and time) and what you must in person (for impact). Indeed, blended programs can achieve better outcomes than either modality alone – for example, a blend can be more effective at reaching remote learners (due to online components) and improving skill application (due to live practice). However, ensure you also manage the challenges of blended: coordination of multiple components, technology integration, and keeping learners on track through different formats (see Section 4 for risks). Properly executed, a blended solution can be highly adaptable and applicable to virtually any context, from corporate onboarding to academic courses to government training.

Often the default for complex programs (e.g. corporate leadership development, academic courses with lab + lecture, etc.) where parts can be online and parts in person.

Keep in mind these are guidelines, not hard rules. Always return to your analysis of needs. If two modalities seem equally viable, consider practical factors like learner preference, available resources, and organizational culture.
