What should an independent learning investment review deliver?

Organizations often ask whether a learning program worked after the money has been spent. An independent learning investment review is more useful when it helps leaders decide what to continue, change, scale or stop.

What should be reviewed?

The review should examine the original business case, the performance problem, the intervention selected, the implementation conditions and the evidence collected. It should identify whether the problem was primarily a capability constraint and whether the proposed learning intervention was suitable.

What evidence matters?

Completion and satisfaction show reach and experience. They do not establish application or business impact. Reviewers should seek evidence of changed behavior, quality or productivity outcomes, and plausible alternative explanations. Financial benefits should be distinguished from estimates that cannot be reliably attributed to training.

What should leaders receive?

  1. A clear statement of the investment decision and its business context.
  2. An assessment of the available evidence and its limitations.
  3. A diagnosis of factors supporting or preventing workplace application.
  4. Practical recommendations to continue, redesign, scale or discontinue the investment.
  5. A measurement plan with owners, indicators and review dates.

When is an independent review especially useful?

It can help when a program is expensive, politically important, repeated across business units, or supported mainly by activity measures. Independence does not guarantee a better conclusion; a transparent method and access to relevant evidence are essential.

If you are evaluating a workforce capability or learning investment decision, describe the decision in a consultation enquiry.
